I come accross an article with a good points of the above questions. The article mentions relations between mathematics, culture and technology in addition with social interactions which in my opinions is a must for a good learning and teaching situation to take place.

In any culture, people share language, place, traditions, and ways or organizing, interpreting, conceptualizing, and giving meaning to their physical and social world. Making Mathematics Come Alive With Technology

A theme which resonates throughout the National Council of Teachers' of Mathematics Curriculum and Evaluation Standards for School Mathematics (NCTM, 1989) is that of empowerment. All students should be empowered to actively do meaningful mathematics. Am bitious new goals are proclaimed for all students. All students should value mathematics, have confidence in their ability to do mathematics, become mathematical problem solvers, reason mathematically, and communicate mathematically. Motivating many re commendations in these national standards is the constructivist learning theory - the idea that students actively construct their own knowledge. Accordingly, the role of the instructor changes from that of a dispenser of knowledge to that of a facilitato r of learning. The instructor guides students through experiences in which the students explore, conjecture, verify, generalize, and apply results to other settings and realistic problems - the very activities in which mathematicians engage.
